The Anechoic Chamber and Laboratory Facility provides the environment to encourage research between Penn State, industry, and government agencies to demonstrate, experiment, test and solve the many types of communication systems (radio) interoperability issues currently plaguing emergency first responders America. The Facility is a neutral place for technology transfer that will allow industry to demonstrate their products and transition new technologies to commercial applications. It also creates an opportunity to utilize known methods of achieving interoperability. The Facility supports the ongoing efforts of local, state and federal emergency management services for homeland security related to research and development; testing and evaluation; standards; technical assistance; and training for interoperability.

The Facility acts as intermediary between DOD, DHS, state and local agencies and industry for sound economical solutions. As a non-profit organization with access to state-of-art tools and technologies, the Facility can provide the independence necessary to work collaboratively with commercial products and provide sound guidance to systems solutions to all government agencies.
